Memorandum A.
Early in 1920 the Hong Kong Legislative Council raised the question of the resumption of the Military Establishment in Hong Kong, both at Victoria and Kowloon, The reasons that the Council urged ware
the lack of facilities for commercial expansion in the Colony owing to

the occupation by the Military Forces of land which would be of great
alue for business premises.

The Colony concurred in the principle that in cases where xisting buildings are removed reprovision implies building on an
ap-to-date basis.
After some correspondence the Army Council agreed generally
with proposals put forward by G.0.0. The Forces in China whose scheme
for redistribution of the garrison is as follows :-
